Peer Review Process

JPESI applies double-blind peer review. Author identities are withheld from reviewers and reviewer identities are withheld from authors throughout the process.

Stage 1 — Initial Editorial Screening (3–7 days) The Editor-in-Chief or a Section Editor examines each submission for scope relevance, structural completeness, adherence to the author template, language quality, and ethical compliance. Submissions are screened for similarity using [[Turnitin]] at this stage. Manuscripts that fail screening are desk-rejected with a written explanation.

Stage 2 — Reviewer Assignment (3–5 days) The handling editor invites at least two independent reviewers with expertise matching the manuscript topic. Reviewers are selected from outside the authors' institutions. Reviewers who identify a conflict of interest must decline the invitation.

Stage 3 — Substantive Review (2–4 weeks) Reviewers evaluate the manuscript against these criteria:

  • Originality and contribution to the field
  • Clarity and justification of research objectives
  • Appropriateness and rigour of the research design
  • Adequacy of sampling, instrumentation, and data analysis
  • Accuracy of the interpretation and its consistency with the data
  • Recency, relevance, and balance of the cited literature
  • Quality of academic writing and presentation
  • Compliance with research ethics

Each reviewer submits a completed review form and recommends one of four outcomes: Accept Submission, Revisions Required, Resubmit for Review, or Decline Submission.

Stage 4 — Editorial Decision (3–7 days) The handling editor weighs the reviewer reports and issues a decision. Where reviewers disagree substantially, the editor invites a third reviewer before deciding.

Stage 5 — Revision and Verification (2–4 weeks) Authors return a revised manuscript together with a point-by-point response letter. The handling editor verifies the revisions, and may return the manuscript to the original reviewers when the changes are substantial.

Stage 6 — Copyediting, Layout, and Proofreading (1–2 weeks) The production team prepares the galley. Authors approve the proof before publication. A DOI is registered through Crossref at publication.

Indicative timeline: first decision within [[4–6 weeks]] of submission; publication within [[8–12 weeks]] of acceptance.

Editors who submit their own manuscripts to JPESI are excluded from every stage of the handling and decision process for that manuscript.
